Abstract

The Kyoto Conference on Climate Change saw Europeans and Americans clash over how to reduce greenhouse gas emissions, including carbon dioxide (CO2). Europeans wanted to see rapid reductions based on regulations and taxation, with a preference for taxation because it is ‘fiscally neutral’. The Americans prevailed, securing the principle of regulating emissions through an ‘emissions trading market’.
